What Texas Education Freedom Accounts Mean for Child Care Providers and Families

Understanding Texas Education Freedom Accounts (EFAs)

Texas has introduced Education Freedom Accounts (EFAs)—a new initiative giving families more flexibility in how they access educational opportunities for their children. EFAs allow parents to use state-allocated funds for a range of educational expenses, including private school tuition, tutoring, curriculum, and, in some cases, child care services.

Why This Matters for Child Care Providers

For child care center owners and educators, EFAs could mean a shift in how families approach early education. With funding more accessible, families who may have struggled to afford high-quality child care and preschool programs could now have new options. This opens doors for providers to serve a broader range of families and helps level the playing field for children from diverse backgrounds.

Eligibility Requirements

For Families/Students

To qualify for a Texas Education Freedom Account, the child must:
  • Be a U.S. citizen or national, or lawfully admitted into the United States
  • Reside in Texas
  • Be eligible to attend a Texas public school, open-enrollment charter school, or pre-K/kindergarten program
  • Applications open February 4, 2026. If applications exceed funding, a lottery system will determine participation.

For Providers

  • Private schools must be located in Texas, accredited by a recognized accreditor, and in operation for at least two years prior to application
  • Must administer a nationally norm-referenced assessment annually (grades 3–12)
  • Pre-K/kindergarten providers must be licensed and in good standing with the Texas Department of Family and Protective Services
  • All providers and vendors must be able to transact business in Texas and agree to comply with TEFA program requirements

What Providers Need to Know

  • Eligibility: Not all programs may qualify for EFA funds. Stay informed about state guidelines and ensure your program meets requirements.
  • Communication: Proactively educate current and prospective families about EFAs and how your services may be covered.
  • Advocacy: Participate in conversations about how EFAs are implemented to ensure early childhood education remains a policy priority.
